Ladies and Gentlemen, good afternoon to you all. I want to talk to you today about the Civilian Disaster Exercise which took place this time last month. We wanted to test whether our anti-terrorist and natural disaster plans were good enough to cope with a real disaster like the September 11th attacks on New York. As you know, we had a simulated chemical attack on the Budapest Metro system carried out by unknown terrorists. They used a nerve agent called sarin and the simulated attack happened during the rush-hour period. Many ordinary travellers helped us in the exercise and pretended to be injured or dead. I’m happy to say that only a small percentage of the metro travellers complained about the exercise, while the rest thought that the exercise was very useful. During the exercise, we used volunteer medical crews from the army and also off-duty personnel from several hospitals around Hungary. All simulated casualties were in hospital within a couple of hours and the metro was back to normal after less than 3 hours. This was a very useful exercise and showed that we are up to the task of dealing with an attack on our metro system by chemical agents. Next June we want to practise a nation-wide disaster by an attack from biological agents. We already have the outline plans of that simulation, and I will discuss those with you now. Several years ago, The United States was bombarded with letters containing several different kinds of Anthrax bacteria. Although there was a large amount of panic about the bacteria, there were only 5 deaths throughout the whole country. This doesn’t mean that Anthrax is not extremely dangerous, because it is. It just means the people trying to kill innocent people and destroy countries, have not found the best way to spread this particular disease. There are many other diseases that can be spread very easily, such as the plague, tuberculosis and smallpox. Very well then; onto the actions we shall take in the event of an attack. When we get the warning of an attack, the first thing we do is do is to shut down the postal and courier services throughout the country. We have fitted detection equipment in every postal facility in the United States, so if we suspect that any of the diseases I mentioned above are being spread through the postal service, we can check all facilities very quickly indeed. At the same time, we are checking the mail services and will activate special water filters which will check all of the industrial and domestic water supplies in the country. Finally, there is a strong possibility that enemies of the USA may try to spread a disease by using hijacked aircraft, so we should give special attention to soft targets such as small civil airports.
