To help freeway traffic flow, some on-ramps, some times HOV lanes, and freeway interchanges are regulated (metered) by lane controls signals which alternate between steady green and steady red, allowing a certain number of cars to enter the freeway at varying time intervals. This is called "staggering." If there is more than one acceleration lane, there will be more than one lane control signal. The lights on these signals change very quickly. You may only proceed when the light turns green in your lane. Ramp metering signals are used to control the flow of traffic onto very congested highways and usually operate during peak rush hours. Note: The green light does not protect your entrance onto the highway — you must still look for a safe gap in traffic to enter the highway.
