Welcome Landbankers to this week’s infographics on the Process of developing Landbank’s Lending Programs! This is to give you insights on the process of how Agricultural and Non-Agricultural Lending Programs are crafted The Lending Program Management Group or the LPMG is responsible or involved with the conceptualization, development, management and supervision, monitoring and evaluation of the Bank’s Agricultural and Non-Agricultural Lending Programs. There are four processes in the development and the first one is Program Conceptualization and Packaging. In this process, program management departments do the ff: Identifies critical gaps - they conduct extensive studies to identify gaps that shall address social and economic challenges. Develop program tie-ups with different partner agencies, such as D A, Dar, BSP, PDIC, LTFRB, LTO, OWWA, DepEd, etc., to address the identified critical gaps. Process 2 is Negotiation: After identifying the gaps and developing tie-ups with different parent agencies, the LPMG and program management departments shall be participating in program discussions, framework development and negotiations of lending programs. This also includes exploratory meetings with the partner agencies. They then will move on with the preparation of the Memorandum of Agreement and/or understanding, and other documents. The Process of developing Landbank’s Lending Programs. Process 3 is the Implementation and Marketing: The LPMG Initiates and conducts program roadshows, in coordination with the Lending Units, in order to introduce the programs to various stakeholders which include presentation of the lending programs. A great example of this is the Annual conduct of LPMG New and Enhanced Lending Programs Webinar to the Lending Centers and Units. The program management departments also Participate in various sectoral discussions such as congressional hearings, and fora, including program promotional activities which includes Trade Fairs related to the lending programs of the bank. They also Link up and build network with various partner agencies for discussion and review of possible program amendment or enhancement. The Process of developing Landbank’s Lending Programs. The last process in the development of Landbank’s Lending Programs would be the monitoring and evaluation. LPMG periodically monitors and evaluates the program implementation as well as the fund utilization and commitments. They also facilitate sectoral and agency coordination for special lending programs of the Bank, evaluate proposals coming from or endorsed by different sectors and stakeholders, and prepare and present field validation report to the different Program Management Committees. In summary, there are 4 processes of developing Landbank’s lending programs. First is Conceptualization and Packaging - It is the identification of critical gaps and development of tie-up with different partner agencies. Next is Negotiation with Partner Agencies – It is the preparation of documents and signing of Memorandum of Agreement or Understanding with the identified partner agencies. Then the Implementation and Marketing is the crafting of guidelines and conduct of roadshows and webinars, in order to introduce the new and enhanced lending programs to all the Lending Centers and Units. Lastly, monitoring of program implementation, commitments, and compliance of the implementing units with respect to program covenants, review of the program profile for possible amendment/enhancement, Evaluation of program/project proposal coming from/or endorsed by different sectors/stakeholders, and Preparation and compliance of various reports to different Program Management Committees.
