Moreover, in 1954, another election took place. The main parties NPC, NCNC and Action Group which all dominated in their respective regions. In 1956, there was the commercial discovery of oil in Olibiri in Niger Delta. But this discovery intensified the corrupt and negative aspects of the society. In 1957, the western and eastern region of Nigeria decided to become self governing. Also in 1957, Alhaji Tafawa Balewa, was appointed as the first prime minister of Nigeria, he was a London educated, former secondary school principal. The choice of him was to reflect Nigeria's attempt at truly being unified. He appeased the South because he was educated and he was from the North. From 1957 to 1958 there were preparations in London for a new constitution. Nigerian delegates were selected to represent each region. It was Led by Tafawa Balewa, the other 3 delegates were Awolowo of the Action group, Azikwe of the NCNC, and Bello of the NPC. In 1957, the governor's executive council merged with the council of ministers to form an all Nigerian federal executive council. Balewa was appointed the Prime minister and formed the correlation government that included both the AG and NCNC to prepare for the British withdrawal. This government guided the country autonomously without the British help up until 1960.
