The road to independence of Nigeria. In 1954, a constitution known as the Lyttleton constitution put a proper federal structure in place and Nigeria became a federation of 3 regions and Lagos became a federal territory. The Lyttleton constitution stated that Nigeria would have one central governing body, made up of 184 members. 92 from the north, 42 each from the southeast and west, 6 from British Cameroon, 2 from the federal capital territory of Nigeria which is Lagos. The executive council of the central body would be made up of 3 leaders from each region appointed by the party leaders. Minister from Cameroon, British Governor general, and 3 other British ministers. The constitution also said the federal government of Nigeria could only pass rulings on things that were already on an exclusive list they had. Other issues were consulted by the British government. The constitution also gave each region to be fully self governing although Nigeria as a whole would still be under British control regardless.
