In the newly reformulated C.G.I.A.R monitoring, evaluation, learning and steering MEL aim to facilitate accountability and learning that will lead to evidence-based decision-making and actionable insights from implementation. Evaluations play a key role in generating evidence about what does and does not work in different contexts, identifying lessons learned for C.G.I.A.R. stakeholders. In 2022, the C.G.I.A.R. System Board and System Council approved the new Evaluation Framework and revised Evaluation Policy. The new documents support the One C.G.I.A.R. transformation process and reflect its characteristics of research for development. The Evaluation Policy and Framework apply to each of the C.G.I.A.R. legal entities and business units. Within C.G.I.A.R., evaluation is either an external exercise, commissioned by System Council and conducted through the Evaluation function, or a study of an in‐depth nature that uses evaluation criteria in line with the C.G.I.A.R. Evaluation Policy. Together, this creates a CGIAR-wide evaluation practice. The aim of the C.G.I.A.R. wide evaluation practice is to produce evaluations that provide accountability, support decision-making, and learning, and furnish lessons for improved and more cost- and time-effective benefits. The new Framework sets the overall approach to process and performance evaluations, the core mandatory standards and principles, elaborating a theory of change for C.G.I.A.R.’s evaluation practice at-large. The Policy details evaluation criteria, complementarities, and roles and responsibilities of key stakeholders within the System, highlighting the role of leadership and the management response process. A designated evaluation criterion on Quality of Science in the evaluation practice reflects the quality of research for development framework.
