"This is what the heartland is all about." Carcer City is a decayed and crime-ridden city located in close proximity to Liberty City. It is depicted as having a dysfunctional and corrupt police force and large swaths of neglected and abandoned neighborhoods that have become overrun by violent gangs. Being an extreme caricature of a Rust Belt city, Carcer City appears to have taken inspiration from Detroit and Flint, Michigan; Camden, New Jersey; East St. Louis with Chicago, Illinois; and Gary, Indiana. It is implied that Carcer City was a booming industrial center in its past before it became crippled by crime and depression. "America is full of run down, broken rust-belt towns where nobody cares and anything goes. In Carcer City, nothing matters anymore and all that's left are cheap thrills. The ultimate rush is the power to grant power and take it away, for sport." The Arazello Crime Family, commonly known as the Carcer Outfit, is a fictional Italian American organized crime syndicate loosely based on the Chicago Outfit in Chicago, Illinois. A prominent figure during the prohibition era, Gennaro “Lazy Eye” Arazello made a killing from a region-wide bootlegging operation spanning to nearby Liberty City. His success came at a price given his murderous and savage reign on Carcer, he was jailed for twenty years but only served three after various witnesses refused to testify against him— granting him to be charged only with bootlegging. Growing to prominence amongst his crew during this period, the birth of the Carcer Outfit was inevitable. Business is booming, the bustling streets of Central Carcer to the quiet and lavish community of Wapona Hills, the labour union is making much headway and collections from local businesses are steady and on time. Joseph “Joe Diff” DiFelice and Edward “Eddie Glasses” Guglezzo have a smoke outside Eddie’s Eroticaporium, Guglezzo’s sex shop in the Red Light District. The subject of their conversation? How to tighten their grip on the district and its erotic cash cows and top attractions. It’s a good time to be a wiseguy in Carcer, money is literally everywhere you look. An embering cigarette butt drops onto the sidewalk as Guglezzo walks back into his grease palace, if you listen closely one can hear the screams and cries coming from the shady backroom in the corner of the joint. A loud bang erupts, the immediate silence afterward is drowned out by the groovy 70s porno music playing over vintage stereo speakers. The next morning, right below the sports section, the papers report the death of a local strip club manager after he was found inside a rusty oil drum in Carcer Point. Increasing industrial & economic decline, poverty, crime and violence lead to a saddening end to a decent life in Carcer. With it went the prestige and high life of the Arazello family, business was bust. What was once their territory was now abandoned, destroyed and taken over by the various warring gangs that now roamed the streets. While still maintaining whatever was left of their hold on the Red Light District and Central Carcer, the money flow was being suffocated substantially. It wasn’t enough to keep everything afloat and when they weren’t under law enforcement scrutiny, they barely made enough to support the enterprises they were invested in. Not only that, the family’s reputation was in tatters amidst their losses to the other dominant organizations of the city. Looking desperately for ways to branch out into more viable territory for the family, some associates had gone on to work for the Liberty City crime families such as the Leone and Forelli families. Others made a beeline for Vice City to try their luck on scoring big in Florida’s booming narcotics epidemic. For some like Peter “Caps” Capocefalo, they decided to take a leap of faith to San Andreas in an attempt to jumpstart the Outfit’s cash circulation. Peter Capocefalo was born in downtown Carcer City in what used to be a middle class neighborhood before the industrial collapse of the entire city. His father, Richard Capocefalo, had already been a longtime member of the Arazello Crime Family by the time of Peter's birth. Growing up, he would take after his father's composure and status as a member of the criminal underworld. Eventually starting off boosting old junker cars off the streets from Carcer Point before moving on to armed robbery. At the age of 19, Capocefalo had already been to juvenile detention three times and jail once for a duration of one week. A bookmaker by the name of Neil Walsh had owed Capocefalo's father a decent sum of money, although he eventually paid up. Unfortunately for Walsh, he had become suspicious to the Arazellos after he was seen walking into the downtown Carcer Point Police Station to allegedly meet federal agents. Despite this only being a rumor, Arazello boss— Gennaro Arazello, was not happy to hear about this nonetheless. A hit was ordered on Walsh and given to Capocefalo's father's crew located in Central Carcer. In an attempt to continue his family's crime bloodline, Peter was given the opportunity to carry out the hit with one of his father's most trusted soldiers. That following Sunday, Peter accompanied Arazello soldier Anthony Bisicchia to Neil Walsh's office in Carcer Mark. Peter used a .38 snub nose to fire three shots into the back of Walsh's head after Walsh had been beaten bloody by Bisicchia in an attempt to get information on his visit to the precinct. The body was taken to Dentons City Junkyard where it was promptly disposed of, Peter had "made his bones" at the age of 21. Later it was discovered that Walsh had only gone to the precinct to pay an outstanding parking ticket but never told anyone beforehand. Today (1997), Capocefalo resides in Los Santos, San Andreas where he has been tasked to fly the flag of the Arazello Crime Family. His family's roots are deeply tied into the hierarchy of the organization, as such he has recently taken on the role as the current street boss of his own crew situated on Mulholland Drive. In a city where everyone aspires to fast cars and adore movie stars, Capocefalo stands out as a calculating and tactical individual. He employs unorthodox methodology in his decisions but ultimately strives to make the biggest buck for the organization as a whole. To him the only thing that really measures a man's capabilities is how much money they bring to the table at the end of the day. The Capocefalo Crew is an Italian American organized crime group located on Mulholland Drive in Los Santos, San Andreas led by Peter Capocefalo. Carcer City, in the neighborhood of Central lies a secret that would become visible to the public eye for the first time in the late 1980s. Richard “Dickie the Chef” Capocefalo ran his crew in this part of the city like a well-oiled machine, pumping out dollars for the Outfit in amounts as large as they could make it. As the mid 90s came along, the crew would be passed on to Richard’s son, Peter “Caps” Capocefalo, in the midst of the organization’s heavy decline. It was Peter’s decision to make the move to Los Santos, it became financially unfeasible to continue its operation in Central. Alongside the economic turmoil Carcer was facing, law enforcement scrutiny grew exponentially which in turn made it difficult for the Outfit. After some deliberations from the family’s upper echelon, Peter was given the go ahead to create a satellite group in San Andreas.
