Dear colleagues, dear friends, It is a great pleasure and honour for me to welcome you to the IMEKO TC4 2020 conference. This is an almost annual meeting where researchers working in the field of measurements or in appropriate fields present their results. The conference was locally organized by the Department of Engineering of the University of Palermo and was originally planned to be held in Palermo. Palermo is the capital of Sicily, the biggest island in Italy and in the middle of Mediterranean Sea. Thanks to its strategic position and its riches, Sicily was contended, in its history, between Greeks, Romans, Carthaginians, Arabs, Normans, Svevians, French, and Spanish. All these dominations have left their mark in its precious monumental art and in its traditions. Sicily presents also natural beauties, sunny beaches, mild climate, excellent wines, cuisine and pastry. Sicilian people is warm and welcoming. Sicily boasts 7 sites in the UNESCO World Heritage List and 3 elements in the UNESCO Intangible World Heritage List. For these reasons, we thought of Palermo as an ideal venue for the conference. The large participation testifies that many of you wanted to come here to Palermo for the conference, but this was not possible. Unfortunately, due to COVID 19 sanitary emergency, to avoid risks to our participants, IMEKO TC4 2020 has been switched to a virtual conference. But I wish everyone a pleasant trip and a relaxing stay to the beautiful island of Sicily, as soon as possible when the COVID emergency will end. The Conference, although virtual, has a very dense and interesting technical program. I would like to thank the Co-Chairs, the International Program Committee members, the authors, the reviewers, the patronages and the sponsors, and all those who contributed to this result. My particular heartfelt gratitude and recognition goes to the general co-chairs, Prof. Valentina Cosentino and Prof. Ciro Spataro. Before I retired from November 2019, they wanted me to be the honorary chair, but it is only they who have worked tirelessly to make the IMEKO TC4 2020 Conference a successful event.
