Development of a Bills Records Management System using Decision Support Framework in Naval State University Bills Records Management System (BRMS) is an application equipped with a Decision Support Framework that provides digital monitoring and document archiving of the different utility bills in Naval State University, Biliran, Philippines. The BRMS application performs intelligent business solutions that provide organizational efficiency and greatly contribute to employees' productivity and performance. The BRMS application utilized a network-based software architecture that provides a secured environment and database connectivity. The study is designed to advance the current records management system by integrating system automation that will provide real-time monitoring and data visualizations. A developmental and quantitative research design was employed by the researchers to achieve the study objectives. An iterative waterfall model was employed for the robust system development of the application to attain and exceed the user and business requirements. The system development of BRMS applications was performed using Visual Studio 2012, C# object oriented framework, Crystal Report, and MySQL database. System prototypes were tested and evaluated until the application is considered complete. The application features data visualizations from the archive documents that provide management a visual comparative dashboard for informed decisions. The BRMS application attained a significant rating of 4.42 interpreted as “Excellent” on the system quality evaluation. The findings revealed the BRMS application to be an intelligent decision support tool for the records management system in the university.
