Protection. Responsibility for switching shall not be transferred by the authorized persons (and qualified personnel under their direction). Grounds are considered Personal Protective Equipment (PPE). All ground installations and removals are under the authority of the crew leader or foreman in charge of the job AFTER Clearance or Field Control has been issued by the Operating Authority for Dead Work Methods. There is one exception: Grounds applied/removed at substation exits are done ONLY at the explicit direction of the Operating Authority. No grounds shall be installed between any non-clearance point switching devices or step-down or step-up transformers and the work zone. REMEMBER: Obtain permission, clearance of field control from the operating authority through your crew guide prior to switching or changing the status of a piece of equipment. Equipment includes any and all devices (wire included) operating at and directly connected to 600v above. Clearance from the Operating Authority is not required on equipment operating at less than 600 volts. Become familiar with the terminology we use in our manual. It may be different from the terminology used by other companies. There are minimum approach distances for phase to ground and phase to phase exposure. Note that these approach distances vary by voltage.
