<p>These developments <emphasis level="strong">were instrumental </emphasis> to the realization by the Philippine government where strengthening of institutions of health and governance could begin with.<break strength="strong"/> </p>  <p> Specifically, we can say that: <break strength="strong"/> In mid-1980s, there was launch of community based intervention programs thru <emphasis level="strong">Team Mental Health, </emphasis> originally conceived as a project task force. <break strength="strong"/> </p> <p><emphasis level="strong">In 1991, </emphasis> the local government code was enacted into law as Republic Act No. 7160. <break strength="strong"/> </p> <p>In this law, the <emphasis level="strong">health related priorities and accountability </emphasis> of the national government, local government and private institutions <emphasis level="strong">were set and delineated</emphasis>.  Fundamental health issues and service delivery were devolved to the local government units or LGUs. This development re-invigorated the calls for decenralized and community based interventions in health service delivery. <emphasis level="strong"> Such includes the engagement of private institutions in the service delivery process. <break strength="strong"/>  </p> <p><emphasis level="strong">A decade after, </emphasis> in 2009, the law on Psychology Act of the Philippines was passed. This law concretized the longstanding appeal of Filipinos for the professionalization of psychology and psychiatry in the Philippines. The provision of the law came along with the mandate given to the Professional Regulatory Commission (PRC) to formulate, implement and monitor compliance on professional regulations. <break strength="strong"/> </p> <p> <emphasis level="strong">Best of all</emphasis>, in 2018, <emphasis level="strong">the Republic Act No. 11036 or the Mental Health Law of the Philippines was enacted. </emphasis> </p> <p> In this regard, Dr. Nolasco invited Atty. Michele Ang to explain what the law.  </p> <p>You will be shown two different footages of Atty Michele Ang’s involvement in mental health advocacy of Dr. Nolasco and her psychology team.<break strength="strong"/>  The first footage was taken in June 2020, at the height of the COVID-19 pandemic. This gives clarity to salient features of Mental Health Law.  </p> <p> Atty. Michele Ang was invited once again just recently to enrich further the discussion on Mental Health Law for the sake of different professions for this particular program. Both footages are presented to benefit everyone enrolled in this consulting congress. Let us listen to Atty Michele Ang’s sharing. </p>
